Sujet soundwave time pauses for split second

I bought a new laptop and I am running Windows 7. I noticed the sound wave and song time will pause for a split second every 4 seconds when playing a song. It does not effect the sound. I tried to tweak the laptop to turn off all running programs. How can I fix this?
