how do i display the video playing to another monitor, say a television?

On Windows:
Connect a 2nd monitor to your PC, press WIN+P, choose extended desktop, start VDJ and load a video.
The video should automatically go to the connected monitor. If it does not
a) right click on the video preview in VDJ and choose the display output the TV is connected to or
b) just drag the video window to the 2nd montor and double click on it to maximize it.
