Many streamers have a transparent overlay on their video feed that allows users to send emotes floating across the screen. This is a URL that is added as a source/layer over your "scene".
Having used various software to stream, I am finding VDJ's direct broadcasting with a videoskin to provide the best results - but there are certain things it lacks, or that are not so easy as (e.g.) OBS.
