Download DJCels registry tool and disable the option "ClearEffectOnLoad" and see if that improves things for you :)

That worked for reloads of decks. I guess part 2 of the issue/question, which I whould have made clear, is:
How do I have the EQ active all the time for all output on either deck. Currently, it seems I can only have EQ active for one deck or the other so when I segue into the other deck, that one has to be "activated" each time, and vice-versa. Maybe this is how the plug-in was designed?
Doesnt anyone use software EQ for audio out of VDJ? Sure, I have an EQ component waiting down the line but it is nice to get these digital files spruced up (especially some lower-quality mp3s) before they hit a processor.

Nope, no way as far as I know.
Besides, external EQ is a far better solution :)
