I put it in the directory and it locks the program, what am I doing wrong? and will it read the BPMS from the tag?

Please, don't post in tow different forum.
The parser.dll should go in the VDJ directory.
It will read title, author and comments in id3tag v1/v2.
Read the text file included in the zip for more details.
Maybe try to download it again?

This is a very old topic from 2003!
The above DLL is obsolete.
VirtualDJ has natively supported ID3 tags since v5 and workarounds such as the above are no-longer necessary.
Simply make sure that your files are tagged correctly using any tag editor.
