i use the Turnado from the begining of V8 without any issue but after some Updates i have this issue.
i try everything nothing helps only if i remove Turnado.ini the effect load with correct Setting. but when i close and open vdj i have my wrong Settings back (restored).

Slider Control 1 0=0

If i change the Settings in VDJ and close it in Turnado.ini are the right Settings but after vdj start & close i have the wrong Settings back in Turnado.ini.
 
Trust me it's not a regression bug, I ran into the very same problem about 2 months into V8, for 2 months it was fine then V8 wouldn't remember certain FX settings, the problem was I had the FX on the master slot, so when I changed the settings on a deck they didn't stick

Here's a test. Rename settings.xml, start V8 open one instance of turnado, change the settings wildly, close V8, re open V8, the settings will have stuck
