It depends on the date.
For October there's no confusion that it would be 2014, so the year is not necessary.

So, how do I know it is Oct 2014, and not 2013, 1998?

The easy fix is to show the year on everything. I understand the thinking on the Atomix side here, however the thought is to keep it simple. (Anything that brings questions is not simple.)

The threshold is about half a year.
The reason to not always show the year is that it allows to show the time as well. Otherwise much more space would be needed for this column.
Time is more useful for recent dates than for dates a long time ago.

I noticed that when I made the transition from 7 to 8 (recently) that the first seen date info isn't imported from 7, so sorting by first seen has become useless to me for me.

Unless you already had a v8 database.xml the first seen should be imported from the v7 database the first time v8 is run without a database.xml

if you are on V7 please check your account for 7.4.7.
