Yes it would direct X video acceleration.

by default its off. so turning it ON would be beneficial??

If you're not having video problems, Why rock the boat? on the other hand if you're curious, do it.
In some cases it improves, in some cases it could worsen performance or it might not have very much effect at all.
Experiment.
