So, in VirtualDJ Settings->Controllers tab, you dont see the Hercules Starlight (along with your keyboard) as shown here ? http://www.virtualdj.com/manuals/hardware/hercules/starlight/setup.html
Have you tried a different USB cable/USB port ?
Does the device shows up properly in Device Manager, under Sound, video and game controllers ?
