Is the Bleed button available and record available using only my laptop?

Quick answer: YES
Here is screenshot of Stems Pads, Computer only with no controller connected, (vocals muted with the default 80% bleed) . Note: the Bleed control is only avail on Pro and Performance skins.
and the Bleed Control is only active in 4 different combinations of Pad Stems, see photo below for the 4 times that the Bleed button is active and the default values for each bleed, before they are adjusted when the bleed control is active. Effectively those from Right or Left clicking the Vocal or Instru Pad. (above picture is Left click of Vocal stem)

and YES, to the second part of question, one can record when stems are active, as long as there is no restriction from a streamed source, as some streaming services don't allow recording.
