Best for what? Depends what your needs are.
I've used Tidal and I found it pretty good. Found what I wanted most of the time.

From your reply, TIdal fits the bill.
They can all be used with playlists, so that doesn't narrow anything down. Only a few have offline storage though, so (obviously) those are the ones you're limited to.

And the advantage of Tidal, over say Beatport, is that one can also pre-compute the stems for the unlimited, (in number),Tidal offline cached tracks (and most tracks are lossless).
The only improvement, Tidal, could have, is better curation, and a more complete selection of the extended versions of tracks.
(and sometimes hard to find a track on Tidal, even thought its there, and sometimes all 3+ remixes will be named the same... again, some examples of the issue of needing better curation.
