I have a FLX10 and was thinking about getting a second controller so I can access the full 5-knob stems while keeping access to gain, EQ and color fx at the same time.
For example: the knobs on the FLX10 would only effect stems for all channels, and the knobs on the new controller would only effect gain, EQ, and color fx for the same channels.

I would suggest having "traditional" EQ (High/Mid/Low) , Color FX and Gain from FLX10 and have Stems controls from another controller.
In this case, you ll need to set the EQ Mode in VirtualDJ "Disabled" https://www.virtualdj.com/manuals/virtualdj/interface/mixer/audio.html#eqmode and map the knobs on your other controller using the stem action like stem 'Vocal', stem 'HiHat' etc
