It says:
1. Upload the .vdj file of your sample.
2. Please only upload files that have been saved with compression enabled
3. (you can enable compression in the plugin section of the config pannel, by enabling the use of LAME plugin).
The samples I am saving to .vdj are already MP3s. so does this apply?
Also when I go into Config pannel I can't see anything anywhere about a LAME plugin? Where do I need to look can you be more specific?

I think this is outdated informations.
.vdj sample files are not mp3 now but .ogg and you can't disable compression.
Just save your .vdj samples within the sampler section (menu) and upload.
