I have been reading the posts but I have yet to see another USB soundcard with 4 stereo inputs and 4 stereo outputs. especially one with RCA connections.
Am I going crazy...Am I not reading or searching the forum correctly, or does such a product no longer exist.

Maya44 is not gone, and there are many others. Check out http://www.audiotrak.net.
Also, for laptop users, if you want a very low latency soundcard, you can use one designed for PCMCIA interface. For example Creative E-MU 1616:
