It's not your computer.

You say it is doing this on both your laptop and your desktop?? I can assume your laptop can't cut it for VDJ as it might have a shared memory video card. As for your desktop, that card is quite good. I would say update your graphics card drivers and make sure you have the latest Feb 07 direct X drivers. Try that for starters and let us know.

What still gets me, and with no explanation yet, that if a program works fine with one computer;
then an upgrade shouldn't require that person to rebuild or buy another computer. Many of us, in good faith, upgraded as expected, or else we would be w/o furhter support, or new effects, etc., etc.
I guess my answer to this is that thre could have been a warning to those computer owners whose systems worked fine before 4.2r1, but may not afterwards. However, even in that case, there should be a continuance of the older version, support, new effects, and other new features, or perhaps a renaming, such as VDJ Lite, for those who were satisfied and had a "working" version, and an "expert" version for those who are willing te Re-invest in a high-end system that will guarantee flawless performance.
Many other types of software use this scenario for differentiating between simpler programs and one that requires advanced operation, equipment, and knowledge. Let's face it, 4.2r1 is an advanced program that does not work on many of the systems that 3.4 did, with or without tweaks. It takes much more to get it flawless.
Now I think I am making more sense and not being so negative against 4.2r1. These two programs do not work or run the same and may need to be separated as such.

Before upgrading to the last DirectX version (which is a good idea however), verify that the hardware acceleration is activated in VirtualDJ.
If it's the case, try to set 16 bits in Windows display instead of 32 bits (for the video output) to see if it works (better). You can decrease the size too in 800x600 to test too (anyway it's enough for DVD quality)
Tell us if you have better results
