Disable Vista sound enhancements: http://forums.microsoft.com/MSDN/ShowPost.aspx?PostID=1373474&SiteID=1&pageid=1

Disable the UAC: http://www.vista4beginners.com/How-to-disable-UAC

Modify the default power saving power plan: Click Start, type Power Options in the Start Search box, and then click Power Options in the Programs list. If you are prompted for an administrator password or confirmation, type your password or click Continue.
2. Click High performance. Doing this got rid of the skipping every 2 minutes skipping/popping.

FYI, I have the 8400GM 128mb card in my laptop. After doing that I would still have the occasional skip/pop. It would seem to happen worse if I had a video playing in the small window, in Virtual DJ or scrolling up and down on a webpage / song list. That crazy thing is it is intermittent. I.E, not a single skip on Friday night, nothing but problems on Saturday. I reinstalled Vista, clean. No extra software but Virtual DJ. It seems to be working fine. I need another couple weekends to make sure its working.

I found out the audio skip issue in Vista is caused by the Nvidia powermizer software. On some computer models, sometimes it can be fixed by a BIOS update or video driver update. Worse case you may need to turn off the Powermizer software. DPC latency checker would show spikes above 53000us with powermizer on. After disabling it, I am now in the range of 1500us. *Caution, turning off Powermizer could cause your video card to overheat*
Mine is at 82c, it's a few degrees hotter then with Powermizer on ~78c. The Powermizer tool is only for Vista. The Nvidia control panel software allows you to turn it off in XP.
