Sujet: Software support needed asap please!

When I try to install the broadcasting software I get the following errors

the VIRTUALDJ.EXE file is linked to missing export SHELL32.DLL:SHGetFolderPathA
and then
C:\Program Files\VirtualDJ\virtualdj.exe
a device attached to system is not functioning.

What would cause this problem? How can I fix it?
I am currently on windows 98
