Some help here,how can i change the active deck(the highlighted one) in order to use a loop or an effect on the other deck using a keyboard shortcut,but without changing trigerring the pfl button ?

Please don't ask the same question on multiple threads.
I can count at least 4 threads that you asked the same thing.
It makes searching and replying on posts much harder.
That being said the answer to your question is simple:
Change the pflOnSelect option to no.
