get_effects_used count is ok as long as no effect are used in something else deck
but activating effect on 'mic'
is counting the number of different effects that have been activated at least once on mic channel
but never count down when deactivated
effect in 'sampler' seems to act similar but sometimes counting up and down
didn't test with 'aux'
all other place with effects
'audioonlyvisualisation' 'colorfx' 'colorfx_sampler' 'releasefx' 'transition' are being missing in count
effect_disable_all disabling all that it wants only
so that without any effect activated effects_used can report anything

Did you actually have the mic activated in your test?
Most effects have a gradual fade out on disabling the effect to prevent any clicks, however if the effect is not applied this may prevent the effect from reaching the actual disabled state.
So mic effects that are activated without the mic enabled will actually not be processed.

mic / aux / sampler are only defined in the setup but not in use
same fx when used on a deck will count up and down normally
In a way to understand some strange interractions I created a test page with ALL known fx slots! (6 decks skin)
as suspected 6 slots have strange interractions with sampler and release and video
"Test" as "Source" aka audio "onlyvisualisation" is.... a foldername ^^
