Sujet Does this effect exist/could some one make it? Should be easy.

I want an effect that is just a synth sound where the first knob controls the pitch of it and the second knob controls the volume. It would just be to make build ups more dramatic, start with a low synth noice and increase the pitch until the drop at which point it would cut out. Does this exist or could someone make it?
