Sujet Jogwheels motorised jogwheels and VDJ

I'm building a HID controller, it's going alright. I'm moving on to jog wheels and manufacturing a motorised version for scratching.
Essentially a jog wheel +s 1 or -s 1 from a variable integer, if your number gets 1 bit from a overflow state the integer is reset to zero, a similar case with when it tries to -1 from 0 it resets the counter to 1023 (10 bit) (I'll actually use 16 bit)

Is this how it works with VDJ? (any pratfalls to be wary of?)

To then go on and use a motorised jog wheel (actually a old HDD and an free spinning encoder pattern)
I need to get my virtual platter speed, (what is the most precision I can get from VDJ for this? A float, a double float?) Then I'd set up some speed control code, possibly I may have to gear the motor down, I don't know if it could cope with 45 rpm.

My jog wheel sampling is limited to 1KHz will this be enough?
(by this I mean my device sends a HID report once a ms, I think the actual encoder sampling limit will be in the MHz)
Is there much else to consider?

Simplified, (might be techs only who can answer) for a motorised platter speed control, what is the most precise number I can get from VDJ?
