I wondered why all Virtual DJ 8 skins may not be available for all.

Availability is based on the license you have and the skin developer.

The developer can chose to make his skin available to all or only those with a license.
 
And another: because the skins: ''LE&PLUS&PRO'' may not be available for everyone?
