Normally the function "smart play" if off for me due to many songs that you can´t sync smart.
But if there is a song, I enable "smart play" via a custom button before I cue. Sometimes afterwards when I reuse the deck, I forgot to disable "smart play".
Is there any way to write a VDJScript that disable "smart play" on a deck change/load? I need something like an event.
Any solutions for that?

You could extend your load action(s) to:
smart_play ? smart_play off & load : load
smart_play ? smart_play off & load : load

This would fit perfect if I use keyboard or controller to load a track.
Unfortunatelly I am used to use drag and drop. As far as I know there is no possibility to override drag/drop actions?

Yes, no way to achieve what you re after with drag n drop with mouse
You ll have to use a keyboard or contrroller shortcut as above
