If I download a previous build to enable net search functions will I lose my current playlists and settings?

Not if you simply install on top of the newer build
Build 3398 was the last build that included Netsearch
You may have to rename (or delete) your current virtualdj.exe file to make the install-on-top downgrade work
But remember that it's really not a long time solution to downgrade to a version that is now pretty old.
A lot of fixes and new controllers are not included
And some of the settings act a little strange when you've had a new build installed and go back by installing on top, because new/more complex settings have come along since then
