Every time I open a record I find the echo time value to be randomised. (or any effect value)
For example if I wanted always keep my echo tempo 1beat I have to set it every time because otherwise it resets to a totally random and not matching current song bpm timing.
Why is that? I use a controller but this should not matter I believe.

It would matter if your controller is programmed to control FX parameters.
As VirtualDJ initializes the controller, the controller may send information like the position of FX control knobs back to the software.
The software then uses these values to match it's internal sliders with the hardware ones.
