Can all effects be applied to the sampler? If not...which ones are and are not?

Some can't be chosen, some can be chosen but won't work.

The Cut effect works fine with the new sampler effect slot (still only in EA releases, I think)
But remember that samples that is for instance someone saying/shouting something often got bpms and grids that are way off because there is no beat to detect
So effects that rely heavily on the beat/bpm like cut may sound a little... funky
You can of course correct the BPM and grid in the sample editor - if bpm on some talking even make sense
