You can change the videoFPS setting.
But regardless you should try to lower resolution as well and check your available bandwidth.

ive lowered the first one resolution,

You can't just "change" the bandwidth. You need to make sure that your internet connection has enough upload bandwidth to support the data you're trying to stream.
