When using the sync button the songs go off beat as well as the song loaded the phrase sync at the top is not starting at 1 is there a fix for this

Read the manual, and understand how VirtualDJ implements sync (a Beatmatch and one shot alignment) and beatlock (continuous alignment) as well as the auto sync on load types.
You probably want a combination of those to suit your needs, but more likely beatlock.
As for sync not starting on 1, your beatgrid is probably not correct...you'll have to set the downbeat anchor correctly.
