Can I use time coded CD's and DCDJ players with Virtual DJ? If so where can I source them?

If you have an asio audio card with 2 stereo input YES (like maya44), you can download the time code CD mp3 here http://www.virtualdj.com/products/timecode/VDJTimeCode.mp3 and burn in a standard audio CD.
You can find some info about the setup of time code vinil here http://www.virtualdj.com/support/VirtualDJ%203%20-%20Advanced%20ASIO%20configuration.pdf but in your case just only to select "Time code CD" and connect your 2 line input CD player in the same way where in the picture you can see the connection of the two Turntables.
