The import of iTunes ratings whose song name (filename) contains such as letters â, è or é does not work.

this problem still exists. It is also with letters like ö, ä and ü and in album name as well, not only artist and title.

if iTunes isn't writing the info to the tags it won't be imported
use a program like mp3tag to see if iTunes is actually put it in the id3 tag of the file

The Import iTunes ratings context option was indeed made to import ratings from the iTunes database file, even when they are not written to the tag.
A bug was indeed found with importing ratings of some files on mac, and this will be fixed in the next build.
