How serious are you? How much money do you have to invest?

scratching I have found is more about the technique rather than the equipment you use... as both turntables and good midi controllers can produce almost the same result when scrathing, but beat juggling is way more fun and creative once you get over the glamour of scratching, is a different story and requires a solid dependable reference point, for this your only option is turntables or moving platter midi controllers such as denon 3700 or 5500, Numark ns7 or v7's, stanton SCS.1d... or at the very least something like a pioneer cdj 400, numark ns6 with a led for the position reference.
your cheapest and most future proof option is probably an all in one controller like the ns7 as that includes two platters, a solid mixer and a soundcard, you could probably pick one up second hand for between $800 - $1000.
or if you need turntables I recommend American Audio HD 4.5, Numark tt500, stanton 150 you could get them for $200 - $400 on ebay, an audio 4,8,6,10 depending on the amount of in and out channels you need, I got an audio 8 for $250. And an quality old Vestax PMC-05 for about $300
for both of these options you need VDJ PRO $300 if your not upgrading form LE
