Maybe a button the controller (Down browsing button) got stuck and/or didn't send its release message?

Because the rubber buttons of a controller are often all attached together on one sheet, pressing PLAY could have been enough to also push the DOWN button, especially if it is getting worn due to use and/or sticky due to dirt, etc. getting into it.

The DAC-3 is well known for failing buttons.

that may have initially been the problem but i unplugged the controller and it stil stayed the same so 5 mins later i plugged the controller back in

It could also be caused by a sticky key on your keyboard (E.g: Page down) or the mouse scroll wheel (Constantly scrolling down.)

With some scroll mice, clicking the scroll wheel will activate constant scrolling (Moving the mouse up/down affects speed and direction.)

Also, if you are using the native mapping for the DAC-3, the UP/DOWN buttons repeat when the button is held down, so if it sticks down it will keep repeating (scrolling) until it's released (Unplugging the controller may not count as releasing it.) You'd need to click the button again.

ok well i dont use a mouse i use the laptop mouse pad if i used the up arrow the tracks would scroll up but as soon as i released the button it scrolled to the bottom again, it's never done it before until sat night i'm working again tonight so will see if the problem occurs again (i hope it doesn't) but if it does will try and get a video of it happening

It could have been the mousepad causing this. Although usually touching it again will normally release it.
