I have been able to set a rotary button on my dnx1600 to activate the effect while pressed but i can't use it to scroll through the effect, i would like to do that, how to map it?

Depending on the type of your rotary, try ..
effect select
or
param_greater 0 ? effect select +1 : effect select -1
effect select
or
param_greater 0 ? effect select +1 : effect select -1
