Yes, that IE8 being paranoind. It just says that you downloaded a program, so if you were not expecting a program THEN you can take care of it. It is just asking if you expected that, not that it is a virus.

It's because it doesn't recognise the file as one that is commonly downloaded. Nowhere does it state it is a virus, it's just a 'security' warning.
