Sujet: How to set up my Mixtrack II in Scratching?

you need VDJ Pro, then you can use the registry tool to lower the "default scratch latency" which will tighten up the software's response to scratching. Also your crossfader should be set to "scratch" in the config --> options menu.

Finally you need to realize that good scratching is not dependent on how low the latency of your jog is or how many ticks per revolution it is. The primary way to do good scratching is to have good technique.. The rest of the stuff people say is just excuses. A great source of learning technique is dj Angelo on youtube.
 

The best setting depends on your computer and its performance. Set the latency as low as you can go without getting sound break-up, distortion, etc.
