Can Virtual DJ be used for public broadcast? i meant if i can use it outside such as an event...

Yes, VirtualDJ can be used for outside public broadcast if you hook it up to a suitable PA sound system. This is no different from using it in a club or bar.
However, you will need appropriate public performance license(s) to play copyrighted music in public at an outside event. When playing in a club or bar, you would normally be covered by the venue's license (Depending on the laws of your country.) Please check with the appropriate licensing authorities in your country for further information.
