1.When you download e.g a effect or skin again it does not give that prompt that you have it already installed. Is there a reason?
2.When an effect or skin which is installed on a computer is updated by the "maker" is it updated atomically to the computer via the next "build" or users had to go to the "ADD On" section to see what has been updated and do the necessary download?

It just overwrites it. There is no way to know what version of the addon there is, so saying it's already installed would potentially be false.

No, addons are not included in the automatic update process. Addons are generally third party.
