I was paying the $20 a month and last night I paid the $299 to upgrade. Anytime I try to download a song online it prompts me to pay $9.99. It was my understanding that once you pay the $299 you do not have to pay anymore monthly.. Am I wrong?

The money you paid was for the software licence only. Music subscription is totally separate and paid monthly.
