Depends on the controller.
When you have your controller plugged, does VirtualDJ show on screen skin the positions of all other faders (like Deck Volume faders, Pitch faders etc) ?
What about the Master Volume ?
You could add an action to the ONINIT key of your Keyboard mapping (e.g. master_volume 50%) , to set Master Volume to a specific value on start, but depends on the controller you use, because some have their own hardware control.

Set the takovermode to instand.
