Can I broadcast to Facebook Live and to Icecast at the same time?

No need for third party software.
You can do video and audio broadcast at the same time from within VirtualDJ.
Just start one, then start the other.

Okay, so my radio station pays royalties but would I need to validate that through FB so they don't shut off my audio? see below:

Not much to say about it, select 'Video' then click 'Start Broadcast', then select 'Radio Server' and click 'Start Broadcast'. That's literally all that's needed.

okay, got Twitch going by adding the stream key in Broadcast. I love the VDJ graphic but it seems incompatible with editing in Twitch Studio - I can either use the stock graphics that VDJ provides but can't edit it or add a webcam or graphics of my own. Is this a limitation or is there a workaround?

Have a look in Extensions->Skins->Video Output. There are several layouts available to choose from, including some with dedicated space for web cam.

For others you can just manually activate the 'Camera' plugin as effect, and use the camera options to position it where you want on the screen.
