I'm wanting to copy my virtual DJ onto a new laptop (not mac) I'm not seeing a virtual DJ folder created under docs like normal. It's windows 11. Please walk me through the steps.

There is a new location of VirtualDJ HomeFolder for new installations.
Open VirtualDJ, goto Settings ->OPTIONS tab, click on the small cog icon you will find at the bottom right to open the new Location, then you can copy your files there.

Ok Thanks. I replaced the old database file and also the playlist files. I can see the playlists in the actual file but it's not showing up in VDJ. Any more thoughts?
