I half remember there being a thing for click thru, I can't find anything on it with search, does it still exist?
I actually want to opposite, I have an invisible panel+button with a scroll action, I want to prevent the scroll being carried over to the element behind it.

Scroll uses the same action as clicking. It can't be disabled separately, but you could have leftclick="nothing" explicitly if the slider doesn't need click.
