Anyone here using the Android version of the Virtual DJ Remote? I have a wifi question. Can I use a router that is not attached to the internet but will allow the phone to connect to the laptop?

You can use something like Connectify to create an access point from your laptop if needed too.

On Windows 11 creating a hotspot is built in too, without need for additional software.

You can hotspot from your phone (at least I've done it on Android) and MacBooks as well.

For me it only works with an Internet connection. If none is available then the hot-spot function is greyed out hence why I use Connectify.

It is true, hotspotting is meant to share your internet connection, but most ppl have data plans so it may not be an issue.
I would think once you can turn a device into a connectable/accessible router/gateway that doesn't block the required port(s), and you setup the machine running VirtualDJ and the mobile device running VirtualDJ remote to use that router/gateway, it should work.
