i got version 3 and thre aint no toolbars or owt and i dont know where 2 save it please help

what you mean by toolbars ?
maybe you switched to other skin that has not all functions. Look carefoully.
If you meant you cannot find settings, there are not near browser but in the upper right part near the minimise/maximize buttons.
