From work I've been doing on a custom DAC-3 mapper, the scratchwheel function is similar to scratch (It's the default for the DAC-3 jogwheel), except it appers to momentarily hold the music (If playing.) With the normal action, playback is not held.

After sending the action , you have to reinit the value to 0 to stop this function

I think that's the default action for the mk2 jogwheel on the vdj-3.1-mk2-edition (if you have the "scratch with jogwheel" option selected), and it kind of feels like scratching with a low-torque belt-drive turntable, where the platter stops for a fraction of a second after your release it and picks up speed again.
I think it's a good implementation for jogwheels that are not touch-sensitive like the dj console's. I wouldn't use it on XP10s though...
