I have a Dell XPS M-140 and want to use my Toshiba 15" TV/Monitor as an external, when I plug it in it does not automatically recognize it....id there a setting in my control panel somewhere to have the external monitor on??

You need to go into your display properties and right click on the second monitor (providing of course your graphics card supports more than one monitor) and select 'Attached' from the list.
This should activate your second monitor. You can then identify between the two and do a bit of fine tuning to get the exact settings you are looking for.
