Latency is down to your system and what it can handle.
So it will vary from user to user, it's just best to experiment till you get it where youare happy with it.

i have 4gig ram intel dual core and dj i.o soundcard and asio settings.what exactly is latency and does it make a big diff with vjd.trying to keep my laptop primarily for vjd

I don't know the correct term, but I see it has, how fast your PC/Laptop can process and certain commend or action. I may be wrong though, lol

Latency is like "wasted time" hehe;)

now i get technicall! bascailly when you input or output a sound device into your computer it goes (im using input as example) from your deck through the wire, into your MAYA or laptop direct, and then it goes to Windows mixer (kmixer i think) and it is then sent to the program you are using. same with output just reversed, now ASIO bascailly cuts out the Windows mixer and takes it direct to the program your using, this cuts latency down and can be cut down to 1ms. ASIO was created by Stinburg for its cubase programs as a way to get past the problem.
Lantency is the time difference bettween what you do (say move he record forowd) and how long it takes your computer to do it,
in a 1ms setup there is no noticable latency at all pretty much, BUT if your not using a ASIO soundcard there might still be latency because the soundcard doesnt conform to ASIO stanards and ASIO4All has to do its best to try but normally there is still a big diffeence which can be up to 100ms. of course with a ASIO soundcard you dont have that problem.

Simply put (for end users): Latency = reaction time.
Higer latency: longer delay between your command input
and software reaction and CPU works less.
Low latency: shorter (unnoticable) delay between command
ans software reaction, CPU works hard, can happen it cannot
handle the process and introduces clicks & pops to audio or
just fails completely.
Edit: Carlrose beat me to it, but has more info if u need it.
